Haipo Yang opened CoinEx in 2017 out of the same circle as ViaBTC, the mining pool. The desk is in Hong Kong. The exchange lists coins and issues CoinEx Token, CET, which it uses for fee discounts. The pool and the token are related businesses. They are not extra cold wallets of the exchange.
